What this project requires

Existing cell tower. Wooden pole in Tx Dot right of way. T Mobile adding radio and diplexers to existing tower configuration. No change on ground to the physical layout. This PR and permits will replace the permits and PR for PR 2026-073862 BP 2026 075315 as this was a QT with inspections that needed to be revised. BTCS STAFF-please withdraw the permits for 2026 075315 once new permits are issued and move over the inspections notes
